The Trudeau Liberals claimed late last year that no foreign aid went into the hands of “nefarious actors” in Gaza.
According to Global Affairs Canada, the department took precautions against the misappropriation of millions by terrorist groups but did not explain.
“Canada does not provide any funding to the Palestinian Authority directly and enhanced due diligence protocols guard against the diversion of Canadian funds to nefarious actors,” said Briefing Book.
Dated last July — 90 days before Hamas killed and kidnapped hundreds of Jews in Israel including Canadian citizens — it suggests Canada has the opportunity to promote “mutually beneficial relationships” between Israel and Palestine, reported Blacklock’s Reporter.

Last October, the Trudeau Liberals confirmed humanitarian and development aid would continue on schedule to Palestinians amid calls for reassurance that it would not go to Hamas, an Islamic terror group.
Alex Tétreault, spokesperson for International Development Minister Ahmed Hussen, assured Canadians that his ministry “exercises enhanced due diligence” by using “anti-terrorism clauses” to divert funds from terrorist groups.
He told CBC in a written statement that $55 million in annual aid goes directly to Palestinians through international aid organizations — not Hamas in the Gaza Strip or the Palestinian Authority in the West Bank.
That includes up to $25 million to the UN Relief and Works Agency (UNRWA), which supports health and education needs, and provides emergency food aid to those with most need. Other organizations include the UN World Food Programme, the Children’s Fund and the Office for the Coordination of Humanitarian Affairs.
However, more than half (56%) of Canadians contend international aid from Canada ends up in the pockets of corrupt politicians in the developing world and does not meet the needs for the intended recipients (54%).
“Moreover 41 percent agree that most international aid is spent on programs that don’t help reduce poverty,” said a 2023 report Canadian Views On International Assistance Tracking Study.
Asked, “Do you think the government should increase or decrease the amount of money it spends on international aid?” only 33% proposed more spending. Twenty-five percent favoured a cut in foreign aid.
According to Blacklock’s Reporter, taxpayers spent $472 million on annual foreign aid in the Middle East in 2022, including $66 million in the West Bank and Gaza.
Last June, Global Affairs also approved $100 million in four-year funding for the United Nations Relief and Works Agency, “the main multilateral body that supports 5.9 million Palestinian refugees across the region.” The Briefing Book did not comment on UNRWA’s work in Gaza.

Nevertheless, Jewish groups in Canada contend that a funding review is required given concerns about aid money ending in the hands of extremists.
B’nai Brith specifically denounced UNRWA and urged Ottawa to suspend its funding, citing the agency utilizes educational materials that demonize Israel and condone terrorism.
UNRWA’s primary focus, which is to serve Palestinians in over 700 schools that employ more than 30,000 employees, is subject to incredible scrutiny after a UN WATCH report identified 133 UNRWA educators and staff who promoted hate and violence on social media.
Among them include teachers Riad Nimer and Nizar Khalil Abu Shaheen, who praised extremists for the slaughter of Jews.
Nimer liked a post praising the mass murder of Jews in a synagogue, whereas Abu Shaheen proliferated antisemitic conspiracy theories about affluent Jews controlling the United Arab Emirates.

Another UNRWA employee, Labibeh Iskandarani, called on Hitler to “wake up” because “there are still some people you need to burn.”
An additional 82 UNRWA teachers and other staff affiliated with over 30 UNRWA schools were involved in drafting, supervising, approving, printing, and distributing hateful content to students, it alleges.
In 2010, then-prime minister Stephen Harper terminated UNRWA funding as he considered the organization an unchecked avenue for terror indoctrination. At the time, funding sat at $25 million annually.
But in 2016, Prime Minister Justin Trudeau reinstated the funding. New data obtained through an inquiry by Conservative MP Shuvaloy Majumdar indicates the Trudeau Liberals have steadily increased UNRWA funding to $32 million annually.
