Using a phone to show your ID will be completely voluntary.
Digital identification services are already provided by a number of companies. These providers will be independently certified against government standards.

The UK Department for Science, Innovation and Technology (DSIT) has announced that, starting next year, individuals will have the option to use digital IDs on their smartphones to verify their age when purchasing alcohol in pubs, clubs, and shops across England.
